I imagine that it is only 'on' under high pressure because of the pressure drop that the cooler is inducing.. Say it's a 5psi pressure drop, you dont want a 5psi pressure drop when you only have 15psi of oil pressure for example.. but when you have 40+psi, it's less of an issue.. Plus the oil will be at its hottest when you are boosting, so usually above 3000rpm, when you've most likely got enough oil pressure to open the valve to the cooler anyway..
